ABCs of Research - Meeting Minutes February 6, 2008

Anne welcomed everyone to the first ABC meeting of 2008. She announced that we have hired a new Director of Sponsored Projects, Thomas R. Marcussen. He will start on March 17, 2008.

Opening Comments
Rick Moyer, Executive Director of Internal Audit and Institutional Compliance
Rick introduced himself to the research administration community. Among his opening comments he reminded people that "compliance" and "productivity" are not mutually exclusive, and both are necessary to the University.
Rick announced that he will be expanding the reporting of Compliance activities to the Board Committee on Audit and Compliance. He will be seeking additional information from the compliance community in order to provide this more comprehensive report to the Committee.
He also announced Peggy Wiley from Internal Audit is now the Senior Associate Director of Audit and Institutional Compliance. The compliance helpline phone number has changed; it is now

Steve gave an update on "Annual Laptop Export Certification". Please note this annual certification is only for Stanford-owned laptops used for research. Personal laptops are not certified.

Kristin announced that their department is preparing for an upcoming June 2008 submission for re-accreditation; they expect a possible site visit in September.

- The next A-133 audit is underway; it is being conducted by Internal Audit and PricewaterhouseCoopers (PWC), and the timeline is condensed from previous years.
- If you are called upon for this audit, please respond quickly - even if you need to tell them you will have to take more time to get their answer.
- Fall certification is underway. Things are going well - keep up the good work!
- Please share with your PIs the FIN_EXP_149_Qtrly_Exp_Cert report - it is summarized data by quarter; formatted similar to the FIN_EXP_285_Mo_Detail_Statement_Report - PIs can certify on either one.
- Remember that all transfers of expense must be timely!

"The Fine Line Between Compliance and Productivity"
Our panel discussed topics, questions, and best practices sent in by the research administration community on how to get the job done while staying in compliance with sponsor regulations and Stanford policy.
As the discussion clearly showed, following good business practices, as a rule, will mitigate most of the problems and issues people sent in.

Tom Marcussen comes to Stanford with more than 20 years of experience in sponsored research. He is currently the Senior Associate Dean for Research Administration at New York University School of Medicine, and was formerly Director for Research Grants and Contracts at Oregon Health & Science University. In addition, he has many years of experience at Massachusetts General Hospital and at Boston University.
In his most recent roles, Tom has led implementations of InfoEd, an application that supports many aspects of research administration. Stanford is currently embarking on an implementation of InfoEd’s Proposal Development and Proposal Tracking modules, and Tom’s previous implementation experiences will serve us well.
Tom grew up in the Bay Area and received his undergraduate degree from UC San Diego. He also holds a Masters Degree in Health Policy and Management from the Harvard School of Public Health. |
