Huron

  • Purpose: are we more bureaucratic?
  • Concerns: purchasing, travel and reimbursement, research administration

  • Interviewed 120 faculty, staff

  • Focus on reducing fragmentation of processes and creating technology solutions

SeRA (Stanford Electronic Research Administration Pre-Award System)

  • Beginning in November and expected to take approximately 3 ½ years
  • Expanding focus beyond pre-award processes

Introduction of Tom Marcussen, Director of Sponsored Research

Tom introduced himself to the research administration community. He came to us in March from New York University School of Medicine, and was formerly Director for Research Grants and Contracts at Oregon Health & Science University.  In addition, he has many years of experience at Massachusetts General Hospital and at Boston University.

Tom let us know that Stanford is now a full FDP partner, which is very exciting. The FDP, Phase V consists of 120 universities and 5 federal agencies and was developed to reduce the administrative burden of managing research. Demonstrations are led by agency and university leads, and there are three representatives from each school: admin, faculty, tech. Check the FDP website for more information.

Updates:

  1. Updates to SU-42

    Recent changes were made; additional changes will be coming on the SU-42 form in the next month or so. A check box on Section B for "International Yes/No" will be added; be on the lookout for information!

  2. Updated NSF PAPPG - effective 1/5/09

    NSF has updated the NSF Proposal & Award Policies & Procedures Guide (PAPPG), and it will become effective on January 5, 2009. The online notice outlines changes and provides links to information.

    The significant changes include:
    • Entirely new guidance that addresses and implements the mentoring requirement of the America COMPETES Act;
    • A major revision of NSF’s faculty salary reimbursement policy, to limit compensation for senior personnel to no more than two months of their regular salary in any one year from all NSF-funded grants;
    • Debut of the Grants for Rapid Response Research (RAPID) and EArly-concept Grants for Exploratory Research (EAGER) mechanisms, which replace the Small Grants for Exploratory Research (SGER) program; and
    • Revision of the definition of co-PI for greater consistency with guidance issued by the Office of Science & Technology Policy (OSTP).
    • Additional significant changes are available online.  

  3. Revision of Forms for Subawards under Federal and State Contracts
    Effective October 9, 2008, the Subaward Tiger Team has revised two forms previously required for subawards under Federal and State contracts (not grants):
    OSR Form 32, Sole Source Justification, and OSR Form 45, Fair and Reasonable Cost Analysis (Subawards under Contracts - PI Checklist) have been combined into a single one-page form: the revised OSR Form 45, Sole Source Justification and Cost/Price Analysis Required for Subawards under Federal and State Contracts. Revised OSR Form 45 is to be filled out and signed by the Stanford Principal Investigator.

    is to be backed up by documents from the Subrecipient institution; the PI must send potential subrecipients on Federal and State Contracts one of the following:
    • If the Subrecipient is a U.S. university or U.S. non-profit, they will fill out OSR Form 45A and provide the data and documents requested.
    • If the Subrecipient is a U.S. commercial business or any kind of foreign institution or entity, they will fill our OSR Form 45B and provide the data and documents requested.

    The Subrecipient should complete either OSR Form 45A or OSR Form 45B at the time they submit their statement of work and budget to the Stanford Principal Investigator.

    These changes in forms have been made to update our procedures consistent with Federal regulations and compliance requirements. They also have been designed to reduce the administrative burden on the Stanford Principal Investigator and his/her Department, and to place the duty to present needed data and documents on the Subrecipient. The Subrecipient should have such data and documents readily available as part of the Subrecipient's proposal preparation for the subaward.

    These changes and forms do not apply to grants. They apply to all research projects funded by Federal and State Contracts. They will be largely applicable to the School of Engineering and Independent Laboratories with respect to Federal Contracts, and to the School of Medicine, Stanford Hospital and Clinics with respect to State Contracts.

    This program is intended primarily for the newcomer (less than 2 years experience) involved in sponsored projects administration at higher education institutions and affiliates, or for the individual who has worked primarily in only one area of sponsored projects administration and is seeking a broader view of the field.
