Stanford Rates

Stanford uses many different rates for both sponsored and non-sponsored activities. Use these rates when proposing costs. [ note: do not use vacation/DLS rates in proposals ]

FACILITIES & ADMINISTRATIVE COST RATES (Predetermined):

• The non-federal Clinical Trials rate is 25%
• F&A and Fringe Benefits Rates Agreements is a website containing PDF files of Stanford ONR Rate Agreements.
• When submitting proposals to the California Institute for Regenerative Medicine (CIRM), contact Thomas Wong 723-9020, or Kathleen Thompson 725-0661 (School of Medicine) for the appropriate F&A Rates.
• Check the Rate Announcements and Application page to find provisional FY09 & FY10 F&A rates, historical rates, and to see how the University applies F&A rates.

• Application of the $5,000 Capitalization Threshold By Expenditure Type beginning 9/01/03 (FY04)
• VSC Cost Transfer Guidelines provides the process to transfer costs for the Animal Care expenditure types 58710 and 58720.

• F&A and Fringe Benefits Rates Agreements is a website containing PDF files of Stanford ONR Rate Agreements.

• The Graduate Student Research Assistant/Teaching Assistant fringe rate effective Sept 1, 2003, is used to pay for part of the health insurance benefit for graduate student research and teaching assistants, see an article in the Stanford Report dated April 10, 2002, or contact Ann George, DoR or Stella Hu in CMA.

• The Tuition Grant Program (TGP) assists eligible employees to pay for their dependent children's undergraduate college education by submitting payments directly to accredited colleges and universities toward the cost of the child(ren)’s tuition. Read "Applying the Tuition Grant Program (TGP) Fringe Benefit Rate" memo to find out how to apply the rates.

OTHER RATES

** Effective FY06 (starting September 1, 2005) Stanford University has implemented a revised infrastructure policy. More information about this policy can be found in the Stanford Administrative Guide 37.3.

• The memo "Graduate Student Fellowship Stipend Health Insurance Surcharge (GSS)" documents the application of this rate. The rate became effective September 1, 2002 but was not actually charged until October 2002 because of delays in implementation. For additional information contact Dana Shelley, Budget Office.
• The Infrastructure Charge Policy was revised effective September 1, 2005. See Administrative Guide Memo 37.3 and the Guide "Implementing the Revised Infrastructure (ISC) Policy"; for more information, please contact Dana Shelley in the Budget Office.
• SIP (Stanford Infrastructure Program), contact Eliot Alfi, Capital Accounting. SIP is a charge on construction projects. (see Administrative Guide Memo 83, Capital Projects)
• Misc Receivables is a word document which explains the F&A rates that are assigned to non-sponsored receivables.
