Charging the Tuition Grant Program (TGP)

TGP is no longer an allowable benefit on government projects as of September 1, 1999, per revisions to OMB A-21. As announced at the Faculty Senate on December 3, 1998, Faculty and Staff on the payroll by September 1, 1999 will be grand fathered into the prior TGP which provides up to 50% of Stanford tuition for dependent children. Faculty and Staff hired after September 1, 1999 will be eligible for the new TGP providing a maximum benefit of up to $4,000 annually, per dependent child, for up to four years of undergraduate education. In order to support the costs of the Tuition Grant Program, an unallowable fringe benefit rate will be applied to all regular benefits-eligible salaries. Regular benefits-eligible salaries charged to government-funded activities/accounts, academic service centers or sponsored project cost sharing activities/accounts are exempt from the TGP charge. Effective September 1, 1999, the TGP fringe rate will be assessed on regular benefits-eligible salaries charged to existing and new non-government funded sponsored projects as well as operating budget and auxiliary activities/accounts. Facilities and Administrative costs (formerly known as indirect costs) and infrastructure and utility charges, where applicable, will be assessed on the TGP charge.

Proposal budgets for non-government awards should include the additional TGP fringe rate. For existing non-government awards, the Principal Investigator should determine if a request for additional funds is necessary and coordinate the request with their Office of Sponsored Research representative.

Please note that the regular benefits rate for the Academic Year (1999-2000) is lower than the prior Academic Year (1998-1999), in part, because the TGP component is no longer included in the regular benefits rate.
