DoE Biosketch Resources
The DOE and NNSA will include this requirement in proposal solicitations and agreements, including continuation awards. Some programs, such as those that exclusively fund workshops, and some award types, such as Other Transactions, may be exempt from the Common Form requirement, but a program has the flexibility to require it.
In the NOFO instructions, the DOE/NNSA program offices may:
- Specify whether a persistent identifier (PID) is required or not.
- Specify the Biosketch reporting timeframe for professional appointments and positions outside of the primary organization (e.g., 3 years, 10 years, or since age 18).
- Specify a limit on the number of research products (e.g., publications, patents, datasets, etc.) a covered individual includes on the Biosketch; and/or
- List examples of other types of products relevant to the NOFO’s objectives. For example, a NOFO focused on demonstration and commercial application activities may request information on non-research products and activities in the NOFO’s Biosketch instructions.
Otherwise, DOE will implement the Biosketch Common Form in SciENcv without change to any collection fields, and the below guidance applies.
A. Professional Preparation
Provide a list of the individual’s professional preparation (e.g., education and training), listed in reverse chronological order by start date. Include all postdoctoral and fellowship training, as applicable, listing each separately. Also include the baccalaureate degree or other initial professional education.
B. Appointments and Positions
Provide a list, in reverse chronological order by start date, of all the individual’s academic, professional, or institutional appointments and positions, beginning with the current appointment (including the associated organization and location). Appointments and positions include any titled academic, professional, or institutional position whether or not remuneration is received, and whether full-time, part-time, or voluntary (including adjunct, visiting, or honorary).
Covered individuals* must identify all domestic and foreign professional appointments and positions outside of the primary organization for the period of time identified in the Notice of Funding Opportunity (NOFO) and/or award terms and conditions.
C. Products
Provide a list of products that demonstrate the individual’s qualifications to carry out the project as proposed (refer to the NOFO or Award for any limitations on the number of products to submit). It is up to the individual to determine how to best organize this listing to demonstrate their ability to carry out the project.
Covered individuals who wish to include publications in the products section of the biographical sketch that include multiple authors may, at their discretion, choose to list one or more of the authors and then "et al" in lieu of including the complete listing of authors' names.
Acceptable products must be citable and accessible, including but not limited to:
- publications, conference papers, and presentations;
- website(s) or other Internet site(s);
- awards and honors;
- technologies or techniques;
- inventions, patents, patent applications, and/or licenses; and
- other products, such as data, databases, or datasets, physical collections, audio or video products, software, models, educational aids or curricula, instruments or equipment, research material, interventions (e.g., clinical or educational), or new business creation.
Each product must include full citation information including:
- names of authors;
- product title;
- date of publication or release;
- website URL;
- other persistent identifier (if available); and
- other relevant citation information (e.g., in the case of publications, title of enclosing work such as journal or book, volume, issue, pages).

Certification and Limits on Participation in Certain Foreign Talent Recruitment Programs
Each covered individual* is required to complete the following certifications regarding the information provided in their Biographical Sketch:
I understand that I have been designated as a covered individual by the Federal funding agency.
I certify to the best of my knowledge and belief that the information contained in this Biographical Sketch Form is true, complete, and accurate. I understand that any false, fictitious, or fraudulent information, misrepresentations, half-truths, or omissions of any material fact, may subject me to criminal, civil or administrative penalties for fraud, false statements, false claims or otherwise. (18 U.S.C. §§ 1001 and 287, and 31 U.S.C. 3729-3733 and 3801-3812). I further understand and agree that (1) the statements and representations made herein are material to DOE’s funding decision, and (2) I have a responsibility to update the disclosures during the project period of the award should circumstances change which impact the responses provided above.
I also certify that, at the time of submission, I am not a party in a malign foreign talent recruitment program. I further understand should I take action to involve myself with a Malign Foreign Talent Recruitment Program during the period of performance of the award, I must notify the recipient’s Authorized Agent immediately, but no later than five business days of taking such action and immediately recuse myself from all DOE awards.
After proposal selection and during the life of the award
- If a recipient or subrecipient wishes to add a new covered individual* to the project, such person(s) must submit the Biosketch and CPS Common Forms and obtain DOE approval prior to joining the project team.
- For previously approved covered individuals*, if there are changes to the previously submitted Biosketch or CPS Common Form, the individuals must update their disclosures within 30 days of the change, or on a timeline consistent with the program office instructions.
*Covered Individuals
The DoE Notice of Funding Opportunity and/or terms and conditions of the award will specify the list of designated roles that are considered “Covered Individuals”. At a minimum, this includes (PI); project director (PD); co-principal investigator (Co-PI); co-project director (Co-PD); project manager; and any individual regardless of title that is functionally performing as a PI, PD, Co-PI, Co-PD, or project manager. The definition of Covered Individuals is program-specific, and the DOE may expand the list of Covered Individuals.
