NSF Current and Pending Support Resources

NSF requires information on all current and pending support for ongoing projects and proposals. It is used by NSF to assess:

  • The capacity of the individual to carry out the proposed research.
  • Any potential scientific and budgetary overlap or duplication across projects.
  • The potential the individual is overcommitting themselves with the proposed project.

Refer to PAPPG II.D.2.h(ii) for the full Current and Pending (Other) Support requirements. 

The NSF common disclosure form for Current and Pending Support is exclusively available in SciENcv.  The common Current and Pending Support form has no page limitations and incorporates the following:

Current and Pending Support Definition

  • (a) All resources made available, or expected to be made available, to an individual in support of the individual’s research and development efforts, regardless of
    • (i) whether the source is foreign or domestic;
    • (ii) whether the resource is made available through the entity applying for a research and development award or directly to the individual;
    • (iii) whether the resource has monetary value; and
  • (b) includes in-kind contributions requiring a commitment of time and directly supporting the individual’s research and development efforts, such as the provision of office or laboratory space, equipment, supplies, employees, or students.  This includes resource and/or financial support from all foreign and domestic entities, including but not limited to, financial support for laboratory personnel, and participation of student and visiting researchers supported by other sources of funding.

Proposals and Active Projects

In this section, disclose ALL proposals and active projects irrespective of whether such support is provided through the Stanford or is provided directly to the individual. Examples of sources include Federal, State, local, foreign, public or private foundations, non-profit organizations, industrial or other commercial organizations or internal funds allocated toward specific projects.

  • In addition to all externally funded proposals and projects, investigators must also disclose in this section all of their University Research Awards and internal seed grants/research awards issued in Stanford gift PTAs.
  • Total Anticipated Proposal/Project Amount: Enter the total award amount for the entire period of performance, inclusive of indirect costs, rounded to the nearest dollar. If the dollar value is not readily ascertainable, a reasonable estimate should be provided. If the support is in a foreign country’s currency, convert to US dollars at time of submission.
  • Person Months: Enter how much time the individual anticipates is necessary to complete the scope of work on the proposal and/or active project. Enter the number of person-months (even if unsalaried) for the current budget period and enter the proposed person-months for each subsequent budget period. If the time commitment is not readily ascertainable, a reasonable estimate should be provided*.  
    • *Note: SciENcv requires at least 0.01 person months to be entered for any person month entry.  Moreover, keeping in mind one of the primary purposes of a Current and Pending document/disclosure is for sponsors to assess the capacity of investigators to take on new projects, the Person-Month(s) or (Partial Person-Months) per year listed for a project should always be a reasonable approximation of how much time the individual is planning to spend to complete the given project, even if project does not require a measurable effort commitment, as is commonly the case for University Research Awards (URAs), seed grants, and awards/projects classified as Other Sponsored Activities (OSAs).

Consulting Activities 

Consulting activities must also be disclosed under the proposals and active projects section of the common form when any of the following scenarios apply:

  • The consulting activity will require the senior/key person to perform research as part of the consulting activity;
  • The consulting activity does not involve performing research, but is related to the senior/key person’s research portfolio and may have the ability to impact funding, alter time or effort commitments, or otherwise impact scientific integrity; or
  • The consulting entity has provided a contract that requires the senior/key person to conceal or withhold confidential financial or other ties between the senior/key person and the entity, irrespective of the duration of the engagement.
  • Note: Under the proposals and active projects section of the common form the Total Anticipated Proposal/Project Amount field must be completed, even for consulting activities.  When a consulting activity that meets the criteria for NSF disclosure does and/or will NOT provide remuneration to the investigator, $0 is a valid entry for Total Anticipated Proposal/Project Amount field in SciENcv.  However, when a consulting activity that meets the criteria for NSF disclosure does and/or will provide remuneration to the investigator, the actual dollar amount the investigator does and/or will receive must be entered in the Total Anticipated Proposal/Project Amount field in SciENcv.  Additionally, the number of person-months (or partial person-months) per year the investigator is and/or will devote to the consulting activity must be entered in the relevant Person Months field(s). 

In-Kind Resources

An in-kind contribution is a non-cash contribution provided by an external entity that directly supports the individuals' research and development efforts. An in-kind contribution may include but is not limited to: real property; laboratory space; equipment; data or data sets; supplies; other expendable property; goods and services; employee or student resources. 

  • In-kind sources of support intended for use on a proposal being submitted to NSF should be included in the Facilities, Equipment and Other Resources section of the given proposal.
  • In-kind sources of support NOT intended for use on a proposal being submitted to NSF should be included in the given investigator's Current and Pending Support disclosures under the In-Kind section. 

In-kind resources that must be disclosed are limited to those with an estimated dollar value of $5000 or more and that require a commitment of the individual's time.  In-kind contributions with an estimated value of less than $5000 need NOT be reported.

Common Examples of In-Kind Support

  • Postdoctoral scholars, students, or visiting scholars who are supported by an external entity e.g. a fellowship and/or an industrial affiliates program sponsor, whose research activities are not intended for use on the project/proposal being proposed
  • Awards made directly to project personnel e.g. "paid direct" fellowships.
  • Data sets
  • Biological or chemical materials
  • Office/laboratory space, equipment or supplies
  • Travel supported/paid by an external entity to perform research activities with an associated time commitment
  • Honoraria or other payments for research-related activities paid by an external party with an associated time commitment

Certification

Each senior/key person is required to complete the following certifications regarding the information provided in their Current and Pending (Other) Support when they download the form from SciENcv.  Certification of disclosure documents must be completed by each senior/key person from their own SciENcv account and may NEVER be delegated.

  • I certify that the information provided is current, accurate, and complete. This includes, but is not limited to, information related to current, pending, and other support (both foreign and domestic) as defined in 42 U.S.C. § 6605.
  • I also certify that, at the time of submission, I am not a party in a malign foreign talent recruitment program.
  • Misrepresentations and/or omissions may be subject to prosecution and liability pursuant to, but not limited to, 18 U.S.C. §§ 287, 1001, 1031 and 31 U.S.C. §§ 3729-3733 and 3802.

Foreign Components and Supporting Documentation

Effective October 10, 2025 in accordance with NSF Important Notice No. 149, the NSF reserves the right to perform risk assessments of proposals and awards to assess nondisclosures of required information from senior/key personnel, and establish other policies and procedures for identifying, communicating, and addressing security risks.  Proposers and award recipients are required to maintain supporting documentation, including copies of contracts, grants, or any other agreements specific to foreign appointments, employment with a foreign institution, participation in a foreign talent recruitment program and other information reported as current and pending (other) support for all senior/key personnel that must be available to NSF upon request.

Investigators should submit copies of these external agreements for Stanford review through the Stanford Outside Professional Activities Certification System (OPACS) to ensure compliance with Stanford policy.  Additional information about this can be found on the DoR website

Additional Current and Pending Support Resources

“Gifts”

NSF defines a gift to be something that is given without the expectation of anything in return.  An item or service given with the expectation of an associated time commitment or if the donor receives a benefit is not a gift, and is instead an in-kind contribution and must be reported as such if the monetary value is $5K or greater. Examples include, but are not limited to, funds received in support of an Industrial Affiliates Program (IAP) with the expectation of an associated time commitment from the investigator and/or if member companies are offered benefits, and/or gifts where the donor will receive a benefit (e.g. access to research results, students or facilities)

While Stanford University policy on gifts aligns closely with this definition, there may be gifts that could come into question. As a result, we ask Investigators to use the guide document linked below to carefully consider and identify any gift that meets the criteria for disclosure for NSF Current & Pending Support. The guidance is also applicable for NIH Other Support.

Disclose as in-kind resources all gifts that meet the criteria listed in the Stanford NIH & NSF Gifts Disclosure Guidance

For gifts that do meet the criteria for disclosure and have a current balance of $5K or more*:

  • Use the current gift award balance shown in FFIT as the $ amount of the in-kind resource.  
  • For gifts that are pooled i.e. funded from multiple donors, the source of support can be listed as "multiple donors".

*Disclose any current Seed Grants that are awarded in gift funds as Current projects even if their current balance is less than $5K.  Gift PTAs listed under "Allocations from Others" are very often seed grants.  Running the OBI Fund Authorization Report and speaking with your faculty can confirm and provide any additional needed information.
