Intergovernmental Personnel Act (IPA)
An Intergovernmental Personnel Act (IPA) is a contract by which the Veterans Affairs (VA) provides salary support for a specific Stanford University employee on research projects.
- The employee must perform research activities only.
- A fully executed IPA (three signatures: the Stanford employee, the Stanford Official, and the VA Official) is needed in order to establish an active award in Oracle.
- Only Stanford salary and benefits are allowable costs on an IPA.
- Execution of an IPA can take up to 60 days, so please start the IPA process early to avoid any issues with the proposed start date.

Joint Personnel Agreement (JPA)
A Joint Personnel Agreement (JPA) is a contract by which the Palo Alto Veterans Institute for Research (PAVIR) provides salary support for a specific Stanford University employee on research projects.
- The employee must perform research activities only.
- A fully executed JPA (4 signatures, unless Stanford employee is the PAVIR PI: Stanford employee, PAVIR PI, Stanford Official, & PAVIR Official) is needed in order to establish an active award in Oracle.
- The Stanford employee must work directly with the PAVIR to become “WOC” approved (“without compensation” is the government-appointment needed to work at PAVIR under a JPA), per PAVIR HR.
- Once the PAVIR WOC appointment is established, the JPA process can begin. Execution of a JPA can take up to 45 days, so please start the JPA process early to avoid any issues with the proposed start date.
