SeRA Disclosures / Current & Pending Support Report

Anyone with an active SU Net ID can access SeRA to run the Disclosures/Current and Pending Support Report.  Investigators and administrators can use the information in this report as the starting point for preparing a Current and Pending (Other) Support document and as an aid for Biosketches. 

This report is NOT meant to be submitted as-is to any sponsor.  Rather, this report seeks to lift up all available information to which SeRA has access related to an Investigator's portfolio as well as provide a central repository for investigators and supporting administrators to enter information related to an Investigator's current, pending, and completed resources. 

Always follow the specific sponsor and solicitation guidance to which you or your investigator is applying when preparing disclosure documents such as Current and Pending (Other) Support and Biosketches.

To run the SeRA Disclosures/Current and Pending Support Report follow the below steps:

1. From your SeRA landing page, on the left-hand menu click Reports.

2. From Reports click Disclosures Report (Current and Pending Support)

3. Search for and select the investigator’s name and click Get Report

4. The screen will refresh with the onscreen version of the report that is broken into 10 sections.  The report can be exported in its entirety in either PDF or Excel formats for easy copying and pasting into the NIH Other Support Word template, SciENcv, etc.

  • ***New June 21, 2024*** OPACS Disclosures - Displays 1) Advisory Board Memberships, 2) outside of Stanford Scientific, Research, or Academic Appointments, 3) Consulting Activities, and 4) In-Kind support the named investigator disclosed in Stanford's Outside Professional Activities Certification System (OPACS). 
  • Sponsored Projects - Active awarded projects and completed proposals that have not yet been awarded.
  • Proposals in Development - Proposals where a SeRA Proposal Development Routing From (PDRF) has been initiated but not yet completed.
  • *** New April 4, 2024*** Pre-Proposals - Pre-proposals, Letters of Intent (LOIs), and Step 1 Proposals entered in SeRA using the SeRA Pre-Proposal routing form (also new as of April 4, 2024).
  • Completed Projects - Completed sponsored projects which ended within the last 5 years where the selected investigator was listed in SeRA as senior/key personnel and/or a participating faculty.
  • Research Related Agreements - Data Use Agreements (DUAs), Material Transfer Agreements (MTAs), Zero-Dollar Agreements etc.
  • Dept. Research Awards - Information manually entered and managed by investigators and department administrators about Dept Research Awards that are awarded in gift accounts/PTAs.  The data listed in this section is NOT pulled from or validated against any Stanford system.
  • In-Kind Contributions - Information manually entered and managed by investigators and department administrators about in-kind resources.  The data listed in this section is NOT pulled from or validated against any Stanford system.
  • Overlap - Information manually entered and managed by investigators and department administrators.
  • External International Agreements - The NIH requires institutions to submit copies of agreements specific to senior/key-personnel foreign appointments and/or employment with a foreign institution for all foreign activities and resources that are reported in NIH Other Support.  External International Agreements are submitted by investigators and reviewed by the VPDoR in OPACS. Uploaded agreement details may be viewed within SeRA on an investigator's My Projects or My Investigators page.

OPACS Disclosures

Displays for the named investigator the following activities disclosed in Stanford's Outside Professional Activities Certification System (OPACS). Please note, any needed modifications to OPACS data displayed in SeRA must be entered in OPACS.

  1. Advisory Board Membership 
  2. Outside of Stanford Scientific, Research, or Academic Appointments 
  3. Consulting Activities
  4. In-Kind support 

Investigators must disclose Advisory Board Memberships and outside of Stanford Scientific, Research, and/or Academic Appointments under the Appointments section of Biosketches submitted to Federal agencies.

Federal sponsors that have adopted the Common Current and Pending (Other) Support disclosure form, such as the NSF, require the disclosure of Consulting Activities under the proposals and active projects section of the common form when any of the following scenarios apply:

  1. The consulting activity will require the senior/key person to perform research as part of the consulting activity.
    • For activities disclosed in OPACS where the investigator indicated the activity will require the senior/key person to perform research, the Research column will display a Yes.
    • For activities disclosed in OPACS where the investigator indicated the activity will NOT require the senior/key person to perform research, the Research column will display a No.
    • For activities disclosed in OPACS where the investigator did not indicate a response to if the activity will require the senior/key person to perform research, the Research column will display a -.
  2. The consulting activity does not involve performing research, but is related to the senior/key person's research portfolio and may have the ability to impact funding, alter time or effort commitments, or otherwise impact scientific integrity.
    • For activities disclosed in OPACS where the investigator indicated the activity is related to the senior/key person's research portfolio and may have the ability to impact funding, alter time or effort commitments, or otherwise impact scientific integrity, the Impact column will display a Yes.
    • For activities disclosed in OPACS where the investigator indicated the activity is NOT related to the senior/key person's research portfolio nor may have the ability to impact funding, alter time or effort commitments, or otherwise impact scientific integrity, the Impact column will display a No.
    • For activities disclosed in OPACS where the investigator did not indicate a response to if the activity is related to the senior/key person's research portfolio and may have the ability to impact funding, alter time or effort commitments, or otherwise impact scientific integrity, the Impact column will display a -.
  3. The consulting entity has provided a contract that requires the senior/key person to conceal or withhold confidential financial or other ties between the senior/key person and the entity, irrespective of the duration of the engagement.
    • For activities disclosed in OPACS where the entity has provided a contract that requires the senior/key person to conceal or withhold confidential financial or other ties between the senior/key person and the entity, irrespective of the duration of the engagement, the Contract column will display a Yes.
    • For activities disclosed in OPACS where the entity has NOT provided a contract that requires the senior/key person to conceal or withhold confidential financial or other ties between the senior/key person and the entity, irrespective of the duration of the engagement, the Contract column will display a No.
    • For activities disclosed in OPACS where the investigator has not indicated if the entity has provided a contract that requires the senior/key person to conceal or withhold confidential financial or other ties between the senior/key person and the entity, irrespective of the duration of the engagement, the Contract column will display a -.

Most federal sponsors, and all that have that have adopted the Common Current and Pending (Other) Support disclosure form, require the disclosure of In-Kind support within an investigator's Current and Pending (Other) Support.

Discuss with the investigator and follow the specific sponsor and solicitation guidance to which you or your investigator is applying to determine if any of the below need to be included in the Biosketches or Current and Pending (Other) Support documents you are preparing.

Sponsored Projects

Displays sponsored projects where the selected investigator is listed in an active investigator role (PI, Co-PI, MPI, and Co-I). Active projects are shown by awarded competing segment where today's date is within the start and end date of the segment or segment has a future start date. Pending projects are those with a new, renewal, or supplement proposal pending award.

Sponsored projects where selected investigator is listed in the role of fellowship Mentor are NOT listed in this report.  These projects are listed on an investigator's SeRA My Projects/My Investigator Active Awarded Projects and Pending Proposals reports.

Click on Details to view additional project details, including Total Award or Proposed Amount, Annual Effort Commitments, Primary Place of Performance, Agency Contact, Department Managed Effort, and Notes.

  • Enter or edit Major Goals/Overall Objectives - Open to all SeRA Users.  When you enter Major Goals information on a lead investigator's project record that information will flow down to any other participating investigator's SeRA C&P report.  However, when you enter Major Goals information on a non-lead investigator's project record that information will only display for the given non-lead investigator.
  • Reject Proposals - Only available for Pending Proposal rows and only editable by those with access to the given SPO.  When a proposal is marked as rejected in SeRA no data is deleted.  The SeRA system retains all information and attachments related to the proposal submission.
    • Those with access to a SPO can always initiate a Resubmission Proposal or Undo a Proposal Rejection transaction from a Rejected Proposal by looking up the SPO in SeRA, selecting the previously rejected proposal record, and from the teal Start Transaction button selecting either Proposal - Resubmission or Undo Proposal Rejection.

  • Enter or update an Agency Contact - Editable by only those with access to the given SPO.
  • Initiate a Central Office Request - Available only to those with access to the given SPO.
  • Enter or edit Department Managed Effort - Editable by only those with access to the given SPO.  This is an optional field intended to aid department administrators in managing effort commitments.  Any data listed here is manually entered and is NOT pulled from or validated against any Stanford system.
  • Enter or edit Department Notes - Editable by only those with access to the given SPO.  This is an optional field intended to aid department administrators.  Any information and/or data listed here is manually entered and is NOT pulled from or validated against any Stanford system.

Proposals in Development

Displays proposals for which a SeRA Proposal Development Routing From (PDRF) has been initiated but not yet completed.  It may or may not be appropriate to list the proposals displayed in this section in a Current and Pending or Other Support document you are submitting to the sponsor.  Discuss with the investigator and follow the specific sponsor and solicitation guidance to which you or your investigator is applying when preparing a Current and Pending or Other Support document to determine if any proposals listed in this section need to be included.

Proposals in Development

Pre-Proposals

Displays Pre-proposals where selected investigator is listed in an active investigator role. These may need to be submitted as part of Current and Pending/Other Support as Pending projects.  Discuss with the investigator and follow the specific sponsor and solicitation guidance to which you or your investigator is applying when preparing a Current and Pending or Other Support document to determine if any pre-proposals listed in this section need to be included.

Completed Projects

Displays completed sponsored projects which ended within the last 5 years where selected investigator was listed in SeRA as senior/key personnel and/or a participating faculty.  Completed sponsored projects where selected investigator is listed in the role of fellowship Mentor are NOT listed in this report. 

Completed projects should NOT be listed on NIH Other Support, NSF Current and Pending Support and/or on any sponsor support/disclosure documents that do not explicitly require completed/previous support information.

Completed/Previous support information should only be provided to a sponsor when it is explicitly required by the sponsor's instructions.   • Per the DoD, the time commitment or Effort for all completed projects should be listed as 0 person months given these projects have concluded and no longer have active time commitments.

Research Related Agreements

Displays Research Related Agreements (RRAs) where the selected individual is listed as the Investigator.  RRAs include Data Use Agreements (DUAs), Material Transfer Agreements (MTAs), Zero-Dollar Agreements etc.  Service agreements are not considered research and do not need to be disclosed in Other Support.

If there are resources/materials/contributions that are uniquely available and received in-kind i.e., at no cost through an RRA and/or meet the sponsor's definitions for in-kind resources that require disclosure, then those resources should be disclosed. It's not the agreement itself, but the resources/in-kind contributions received that may be required to be disclosed — the determination will need to be made by the Investigator.

Department Research Awards

Investigators and department administrators can enter and edit information about Dept Research Awards that are awarded in gift accounts/PTAs.  Awards listed in this section should be reported in the Projects and Proposals section along with the investigator's active and pending Sponsored Projects in Current and Pending or Other Support documents submitted to sponsors.

The data listed in this section is NOT pulled from or validated against any Stanford system.

 

Dept Research Awards

In-Kind Contributions

Investigators and department administrators can enter and edit in-kind resources available to an investigator.  Newly identified in-kind resources can be added by clicking on Add Contribution.  Already listed in-kind resources can be edited and/or deleted as needed. 

The data listed in this section is NOT pulled from or validated against any Stanford system.

Overlap

Investigators and department administrators can enter and edit information about Overlap between projects, proposals, and in-kind resources in SeRA .  Newly identified instances of overlap can be added by clicking on Add Overlap.  Already listed Overlap entries can be edited and/or deleted as needed.

External International Agreements

The NIH requires institutions to submit copies of agreements specific to senior/key-personnel foreign appointments and/or employment with a foreign institution for all foreign activities and resources that are reported in NIH Other Support. 

External International Agreements are submitted by investigators and reviewed by the VPDoR in OPACS. If an investigator has uploaded any EIAs in OPACS, it will be indicated in this section.  The EIA details may be viewed within SeRA on an investigator's My Projects or My Investigators page under the External International Agreements Report.
